Malta Gaming Authority Licensed Casinos
Remote gambling is regulated in many parts of the world. There are a number of different licensing bodies that issue licenses to companies allowing them to offer gambling services to customers directly, or to other gaming companies. There are big differences in the regulatory bodies, and how seriously they take conduct of their partners.
One of the European licensing bodies is the Malta Gaming Authority (MGA), and they are known to have strict regulations for gaming operators, but they are not the strictest. Their trust-score is higher than that of Curacao eGaming, but not as high as the UK Gambling Commission. This is mostly due to slower reaction times when companies where in breach of regulations, and less-strict laws surrounding player protection and prevention of compulsive gambling.

License types
The MGA is responsible to regulate land-based gaming and also issued remote gaming licenses. They issue licenses for businesses (B2B), who provides games or gaming platforms and management software, and they also issue licenses to companies that target the customers directly (B2C). Licenses cover fantasy sports, sports betting, casino games, lottery games and other types of gambling.
Checking the license status at a casino
You can check the status of each casino licensed at the MGA. The status is always up-to-date, which means that there is no lag with the representation of conduct of the casino. You can also see other information about the operator, such as the company name, other licensed casino brands and more. The licensee register of the MGA ↱ allows you to search for operators, casino brand names, or license status. There is also an enforcement register ↱ that allows you to see actions taken against operators.
Fraud and anti-money laundering prevention
The Lotteries and Gaming Authority (LGA) came into life in 2001, and was renamed in 2015. The MGA puts an emphasis on the prevention of fraud and money-laundering. Part of this is that players have to verify their identity with the casino if their cumulative withdrawals reach an amount of over €2300. However, most casinos will ask their players for verification documents before that.
The verification is an important part when playing at a serious online casino, and it includes players sending a scan or photo of a government-issued identity card or passport, and a proof of their residence, to the casino, which can be a recent bank statement or a utility bill.
To prevent credit card fraud the casino may also ask you to prove that the credit card used for the deposit is indeed yours. For this, you can send them a photo of the card and blank out some information, such as the CVC and parts of the credit card number. The casino will only know part of the card information, which they have to confirm.
Protection of vulnerable persons
Malta-licensed casinos are also required to prevent minors from playing at the casino. This means that the verification is also necessary to make sure that the persons are of legal age to play casino games.
Another requirement is also that the casinos have to offer self-exclusion facilities to players. This means that a player can decide to restrict their gambling activities at a casino, but a flaw in the Maltese system is that players cannot exclude from all Malta-licensed casinos at the same time, and once excluded from one casino they can easily register at another.
This system is likely to be improved in the near future, to follow systems applied in the UK or Sweden, where exclusion lists apply to all casinos licensed by one regulator.
Protection of player funds
Casinos licensed by the MGA also have to have separate accounts for their own assets and player funds. They are not permitted to use player account funds to fund the operation of the business and need to be prepared at any time to pay out the cash funds from players. Casino operators are regularly audited for compliance with these regulations.
While this makes it safer to play at a casino, there is no 100% security that the casino is serious in the way they conduct their business, and it has happened in the past that a casino turned rogue and ran off with their players' money.
Making a complaint to the Malta Gaming Authority
If you're having issues with a casino, and they are behaving in a way that you think is not legal, you can file a complaint with the Malta Gaming Authority. In any case you need to try to sort out the issue with the casino operator, as the MGA won't act as an intermediary between you and the casino, they are merely the last resort to report a company to.
Most complaints players have about casinos revolve around withheld winnings. While some withdrawals are withheld without reason, it is often the case that players try to withdraw bonus funds without having fulfilled the wagering requirements. The casino should give you a valid reason and point out the relevant terms and conditions when they are refusing to process your withdrawal.
If you feel that the casino is just making excuses and their explanation doesn't give a valid reason, you can file a complaint at the Malta Gaming Authority ↱ by filling out a form. We recommend you attach relevant supporting evidence with your complaint, including the correspondence with the casino about the issue, game history, deposit history and anything else that might be relevant.
While the MGA might not be able to help you recover the funds from the casino, they can investigate the operator for misconduct, especially if there are more cases reported by several users.
If a company is found to be in breach of the regulations, they are either warned, fined or have their license suspended or revoked, which is decided on a case-by-case basis.
